When a tax liability is first incurred, generally your case will be with the Automated Collections Systems, otherwise known as ACS. These are where the bulk of the notices you receive will come from. If your liability is considered "seriously delinquent," then ACS may place you in que for a Revenue Officer, who is an elite collection specialist of the IRS. Sometimes, Revenue Officers can come to your home or place of business.
If we disagree with any decision the IRS has placed upon you, the tax payer bill of rights allow us to seek the assistance of the "Independent" Office of Appeals. This action brings your matter before a different set of eyes who may offer a difference of opinion than general collections

Offer In Compromise:
This option summarizes your total income, assets, future income, and expenses to determine the amount you can reasonably offer to the IRS to settle your liability
Currently Non-Collectible:
This option is a temporary status. The IRS will review this status annually for any change in income
Partial payment Installment Agreement:
This option is also a temporary status. The IRS will allow you to essentially pay what you can afford based upon your current financial standing.
